New Technology Implementation Grant Program
Sunoco’s Edinburg Terminal is a recipient of the TCEQ’s New Technology implementation Grant, which assists in the implementation of new technologies to reduce emissions of pollutants from facilities and other stationary sources in Texas.

This project will install a vapor recovery unit (VRU) at NuStar Logistics, L.P. Edinburg Terminal (NuStar or Sunoco) in Hidalgo County.
Hydrocarbon vapors from loading operations are currently controlled using a vapor combustion unit (VCU) which is essentially a ground-level, enclosed flare. The hydrocarbon vapors and supplemental natural gas are combusted with the combustion byproducts directly emitted into the air. This project will replace the VCU as the primary vapor control system with a VRU. This change will reduce emissions in two ways. First, the hydrocarbon vapors will be captured and placed back into product streams rather than being combusted. Second, supplemental natural gas will no longer be required.
